The President has received a warm letter of thanks from Gen Sherman for his special order issued on the occasion of his retirement from army command. Also listed are confirmations, nominations, and war department river and harbor appropriations for Oregon and Washington Territory. The Chronicle will publish tomorrow the contents of a confidential circular by the railroad shareholders' association signed John Livingston.
A New York circular urges railroad shareholders to subscribe to a large fund aimed at defeating railroad legislation and abolishing railroad commissions in states where they exist. The note singles out wealthier investors for proportionate contributions and notes eastern railways backing the effort to oppose land grant bills.
