The peace congress debate in Washington centers on an early January conference. The American delegation seeks a start by January and a formal assembly window between January 9 and 14, signaling a prompt opening of talks with Allied leaders backing the 14 points.
London dispatch cites official French totals and national losses to date. French 1,706,726 dead, Russian 1,071,300, Austrian 900,002, German 1,600,000, Serbia 326,000 killed or missing. Overall toll about 5,936,504 dead announced by the French.
Chicago judge denounces slacker marriages under the selective service law. Judge W X Gengnill of the court of domestic relations says war brides and deserted wives report woes and vows to jail as many culprits as possible.

She argues the U S Constitution serves the wealthy and is outdated, urging action against the government and reform through force.
Reports say a large sum from Berlin arrived in Coblenz on Friday to cover occupation expenses. The money was carried by American trucks and guarded by U S troops after transfer at the neutral zone and delivery to American headquarters.
A Associated Press dispatch reports four years of German oppression left Belgians and northern French under nourished but cites global relief led by Herbert Hoover. The United States praised the aid effort, noting clothing and food supplied by the commission saved lives and drew unbounded gratitude from occupied regions.
Coblenz dispatch reports the famous long range Big Bertha that shellled Paris last spring is rusting in an old Gers artillery yard in West Prussia. The weapon lies outdoors, unseen by the public, behind a board fence.

Governor Sam V. Stewart issued a proclamation announcing Initiative No. 12 which passed in November by a large majority and legalizes chiropractic practice. He will appoint three members to the state board of chiropractic examiners to oversee licensure and examinations.
Posters will appear in every parish today announcing the Irish Republic has come into being. The Express says a central Sinn Fein council will be established in Dublin and will call itself the Irish Parliament.
Park Smith won the state senate seat by a 1242 to 637 margin in the Lewis and Clark precincts, giving him a 495 vote majority on partial returns. The special election had light turnout and the result is conceded. Fred Sanden trailed in the count with Smith leading in most precincts.
A Nippon war department statement says half of Japan's troops in Siberia will be withdrawn soon, as reported from Honolulu. The note situates Japan amid ongoing military movements in the region and hints at reallocation of forces.
The American Federation of Labor executive council refused to form a national labor political party. It voted to send delegates to the International Labor Conference in Versailles next March.
