Madrid reports the capture of Teruel, a key insurgent city 145 miles east of Madrid. An official communique says the besieged city is completely occupied after a protracted battle with heavy troop concentrations. The population emerged from tunnels to greet the victorious government forces with enthusiastic demonstrations.
President Roosevelt warned that a small minority of newspapers and the public foster fear that hinders utility investments. He cited officials claiming widespread fear blocks funding for expansion. The remarks came at a press conference as a page 5 continuation noted.
Washington December 24 Congress wraps its special session with little enacted. The Senate debated the housing bill while the House sent measures to conference, leaving most Roosevelt agenda stalled. Only routine items and a few ceremonial actions completed, as lawmakers prepared for Christmas.
Chicago December 21 Glenn Frank head of a Republican committee to host a standard to which the wise and honest may repair the party selects a man keenly aware of the party gap for a clear goal. Frank a preacher writer and editor has spent much of its time attacking that problem in his book America's Hour of Decision he asks if the nation knows what it wants in government social and economic orders. He argues decisive leadership is needed to end the paralyzing indecision of will and to set policy directions for American life and enterprise.
Walter Lipmann argues that the Ludlow constitutional amendment, if adopted, would bar the president from using diplomacy to prevent war and require a national referendum on war. He warns it would undermine executive action and complicate responses to assaults on Americans abroad. The piece urges democratic debate and defeat of the proposal.
The first heavy snowfall of the season blankets Helena with 5.8 inches, prompting minor traffic incidents but no serious injuries. Police reported 15 fender benders through midnight, all settled with no major damage. Roads remained mostly open as crews sanded key routes and urged careful driving.
In Kalispell Nevada a logging accident left Wealey Hodges dead when two logs rolled from a loaded sleigh and pinned him to the ground about 16 miles northeast of town. Hodges was alone. his body was found by co worker G C Nixon who had gone to locate the missing loader.
Washington Dec 21 The American Federation of Labor and John Lewis rebel CLO cut peace talks after two months of intermittent talks. The joint committee adjourned without plan for more meetings and both sides vowed to continue their war with increased vigor. A CIO spokesman said Lewis unions would soon hold a national convention to consolidate their forces. Federation leader spoke of pushing their divide.
Washington dispatch reports the WPA may adjust funds to aid Midwest drought areas if needs prove great. A regional WPA administrator says expansion is possible though current allocations are earmarked. A Nebraska survey request seeks a formal relief statement, with lawmakers from North and South Dakota to assess needs and agency capacity before linking Congress to extra energy relief funds.
Tokyo reports 370 arrests across a dawn nationwide raid tied to pacifist and communist movements. Among those held is Kanju Nato, a member of parliament and proletarian party leader. Authorities dissolved three suspected organizations as peace disturbances. Educators also detained.
United States consular officials warned Americans to leave Tsingtao as fears of a Japanese strike grow. Reports say 20,000 Japanese troops have sailed from Shanghai, with more transports at Woosung. Bombardments are feared on Taingtao, Canton, and Hangchow. at Taingtao hundreds of Americans are evacuating, aided by US destroyer Pope and cruiser Marblehead.
