He warned grocers in Indiana and spoke at a Cleveland mass meeting that violators would face quick action and cautioned do not trifle with the bird the blue eagle of the NRA. Roosevelt urged cooperation on a general re employment agreement and promised equitable adjustments where possible under existing law. He said Congress would be asked to authorize further provisions at the next session and that local governments should follow similar steps. Concurrently the unprecedented arbitration board created by Roosevelt will hold its first meeting to settle existing labor disputes and may lead to early settlements with labor and capital spokesmen. John L Lewis urged Pennsylvania miners to return to work amid expected talks aimed at ending strikes.
