Washington April 10 The president asked Congress for authority to commandeer any foreign owned vessel idle in American waters to aid the armament program. He proposed legislation allowing seizure with just compensation. The measure was sent to the commerce committee as the House recesses after Easter.
Washington reports the United States secured rights for bases and fortifications in Greenland, expanding the Western Hemisphere defense line. Under Danish minister Henrik de Kauffmann, the agreement makes Greenland part of the US defense, with potential British use of Danish vessels for supplies. Roosevelt indicated no transfer of German and Italian ships to Britain while at war remains, but US ships may be reassigned to these tasks. The minister said many foreign vessels were tied to American ports. an emergency provision could allow US control of American ships for compensation.

Washington April 10 Senator Wheeler of Montana returning from a midwest speaking tour said sentiment to keep out of war is stronger than it was two years ago. He noted many who favored Allied aid have changed view and fear financial wreck and an expeditionary war abroad. The country is not prepared for war in Europe.
Washington April 10 The army's expansion revived the post of assistant secretary of war for air and temporarily promoted 49 generals. President Roosevelt nominated Robert A Lovell a New York financier and World War I navy flier who has advised Secretary Stimson on gyration matters to the little cabinet post last filled eight years ago.
Detroit April 1 Henry Ford II son of Edsel Ford received a navy commission in the United States naval reserve announced here. He was placed tentatively in class 1 by his local draft board and expected to be called to service in May if he passes the physical examination.
Greek soldiers and British allies dig in on a northern Greek mountain barrier as German forces push toward the Greek peninsula. Athens reports limited battles along the Bulgarian border with air raids on Piraeus and Kozani. Officials say Greece has entered a new war phase with limited defending forces against superior German numbers while other troops fight Italy.
Berlin reports 100000 prisoners captured in the Balkan campaign to date, including 80000 Greeks and 20000 Serbs. A German spokesman says numbers will rise as more Greeks are rounded up in Thrace and Serbs in south Serbia. The air force is to soften British forces in Greece before ground troops move in.
British and Greek forces mass along mountainous sectors in Greece as the drive toward Crete deepens. Greek and British troops fortify the northeastern front while the war reaches a new phase. In Yugoslavia, German advances quicken with reports of Zagreb and Ljubljana forming Nazi dominated pockets.
London reports the first major Berlin fire blitz since March 23 as British bombers strike the German capital for about three hours. Eight British planes are listed as lost. The next raid hits London and other English areas, triggering a five hour air alarm before dawn.
Boise Idaho April 1. State Senator Thomas Heath of Preston said Washington officials would issue within three or four days an order removing all restrictions on sugar beet production. Quotas are being lifted due to increasing inability to ship sugar from foreign countries amid war conditions. Heath did not name the official.
Towle and Thomson will represent Montana in Washington D C to discuss using Montana defense metals. R E Towle chief of the Helena Cham and Francis Thomson president of the Montana School Mines will travel to the capital with a Montana delegation. They will advocate Montana mineral resources and defense production and report back on progress at the state chamber meeting.
In Detroit on April 10 about 16 000 United Automobile Workers members at the Ford Motor Company meeting at the state fair grounds coliseum accepted Governor Van Wagoner three point plan in principle but rejected company modified terms. Union negotiators were empowered to continue talks while the strike remained unresolved and uncertain on timing.
