Berlin reports state opera house and library burning after incendiary bomb raids by British air power. Hospitals and apartments hit. casualties feared. Also, Yugoslav legation claims Bulgarian troops aiding Germany in Yugoslavia, while Turkey denies participation amid Balkan tensions.
Mexico expropriates 12 German and Italian ships prompting probable break in relations with Axis powers. President Avila Camacho orders indemnities set by finance ministry and crews to be placed aboard by next week. Ships to serve Mexico's commerce with neighbors by month’s end amid anti fascist propaganda concerns.
Prime Minister Churchill warned Russia that Germany’s Balkan drive could threaten the Soviet Union and urged Turkey to resist, while noting Britain must defend Crete, Egypt, and Africa. He cited a lack of a united front with Greece, Turkey, and Yugoslavia, saying 60 to 70 divisions could have halted the Germans. The report also described Greek capitulation claims near Salonika vs Athens' denial and ongoing clashes along the Vardar front as German forces push to partition Yugoslavia and advance toward Albania and the Aegean.

George H. H. Pratt, 64, cofounder of the American Legion with Theodore Roosevelt Jr. after World War I, died of a heart attack shortly before dawn in Little Rock. He helped organize veterans’ gatherings and contributed to the Legion’s early development. Pratt’s passing marks a notable loss in postwar veteran circles.
British report that East Africa campaign has ended as Axis forces contest Libyan fronts. In the same period, 70,000 Montanans filed federal income tax returns in Q1 1940, a substantial rise from last year, with collectors noting likely records. Churchill disclosed German and Italian shipping to Libya continued despite Benghazi capture, and Balkan considerations influenced British Libya strategy.
President Roosevelt and leaders mourn the Texas senator Morris Sheppard known as the father of prohibition and head of the Senate military committee. He died at age 65 of brain hemorrhage at Walter Reed Hospital after 28 years in the Senate and 10 in the House. A Texas funeral plan and a delegation of colleagues were to travel to Texarkana for services.

War news prompts postponement to secure Yugoslav supplies of wheat corn cattle hogs fruit butter eggs dried vegetables and tobacco amid production season concerns.
Washington reports the United States will transfer about ten Coast Guard cutters to Great Britain to bolster anti submarine efforts. The move coincides with Churchill urging increased aid as the Atlantic war intensifies.

Italian calls for withdrawal of the U S attache follow warnings of retaliatory action in Rome. The note claims no motives disclosed and asserts Italy complies with U S demands while stating no further actions are known. Edward C Eicher formerly served in Washington.
Greek high command announced that about 200000 troops formerly in eastern Macedonia and facing a German drive to Salonika remained resisting along the Rupel pass and Nevrokop plateau. Germans entered Salonika after delays north of Kulkis as the front was cut off by the Vardar river advance. The Athens radio warned of possible Yugoslav retreat and Greek forces in Macedonia and Thrace may be cut off, while vowing to fight on toward final victory.
Dr. Burton K. Farnsworth of Salt Lake City was elected chair of the Northwest Association of Secondary and High Schools at its annual meeting in Spokane. Other elections named Miss Louise Carlson Libby Mont chair of Classroom Teachers, and Payne Femleton Helena Mont to safety education. Dispatched reports from Sabinas Coahuila state say seven died in a Hotel Reforma fire with other victims feared buried in debris.
In Brooklyn Navy Yard the battleship North Carolina, a $70 million dreadnought, was commissioned before 1,500 guests. Secretary of the Navy Frank Knox proclaimed the event symbolic of a strengthened U S Navy, noting the ship as the first capital ship commissioned in 18 years and as a deterrent to war while Americans seek peace.
