Washington April 3 AP Secretary Wilbur told the American Petroleum Institute that under a ruling of the attorney general the federal conservation board had no authority to approve the institute's proposed curtailment of production for 1929 to the 1928 level but the board is sympathetic and will be as helpful as the law permits.
