Judicial Reshaping in the State Civil Appeals Districts
The legislature created the tenth district of civil appeals with an appellate court in Waco to relieve congestion in Austin. Judge W C Davis of Brazos County is named Chief Justice. Associates are George W Barcus of Waco and James M Robertson of Meridian. Governor Neff appoints J Felton Lane of Hearne as District Judge to succeed Davis when he becomes Chief Justice. Lane has practiced law about thirty years, largely in Hearne, including service as City Attorney. The transition aims to minimize docket disruption.
