California Becomes Civil After Military Rule Ends
The 1846 to 1849 period in California saw military governors rule amid Mexican civil structures. Commodore Stockton, Shubrick, and Mason led until the Guadalupe Hidalgo treaty reached San Francisco on February 2, 1848, with civil government set to follow. By August 7, 1848 gold discovery accelerated demands for civil administration and camp disputes. General Bennett Riley succeeded Mason in 1849. The 1841 Monterey elections for delegates to a constitutional assembly included Vallejo, De la Guerra, Sutler, Larkin, Gwin, Semple, Ord, and Elam Brown. The 1849 constitution passed 12,064 to 811. Burnett led as governor, with McDougal lieutenant governor. State government began replacing military rule in December 1849.
