In a scorching hour long debate the body adopted Norris reservation binding secret understandings, then defeated a dozen reservations. Final vote 58 to 9.

At the J R Gaffery ranch near Merced a radio aerial wire in contact with an 11 000-volt transmission line killed Mrs Gaffery and her niece Jean Gaffery. Allan Gaffery and J W Gaffery plus another niece Eileen Gaffery were badly burned and in Merced hospital.
