Marine private James A. Dier, 18, of San Lorenzo was cited by state patrolmen on charges of passing without sufficient clearance. He is to appear in justice court on February 5. Dier is accused of striking a car driven by Ralph W. Bulger, who was 35, when Dier passed a bus near the San Lorenzo Nursery. Bulger’s car was damaged as it emerged from the nursery driveway.
