Commissioner General Powderly moves to establish a Hawaii immigrant inspection regime. F H Larned, chief clerk, to Honolulu for a thorough review and to implement a Hawaii system aligned with U S procedures. George E Baldwin named immigrant Inspector at Honolulu and will depart soon.
