A lengthy dispatch reports Kobe declaring the plague over with no new Kobe cases since late December while Osaka records new cases. Doctors Baba and Wakabayashi die, others fall ill, and Tokyo and Hyogo officials discuss inspections, quarantines, and costs amid naval maneuvers and future fleet plans.
Six tenders were opened by the Board of Health for fencing the burned portion of China town. Henry K. Meemano & Co. offered a lump sum of 3475 dollars. Lineal-foot bids followed from W H Russell 0.39, Henry Burrows 0.40, Albert Track 0.75, John Wise 0.77, and D L Davis & Co. 0.09. No decision on acceptance was reached.
In district No 35 sixty three newcomers arrive including a newborn named Keroseny after the warehouse. The report notes growing intake as authorities process released detainees.

If health conditions permit, installation will start on the other islands first. Marconi guarantees experts by February 1. Elihu Thorson sold to John Rosenfeld & Sons of San Francisco for $45,000.
