Israel and Egypt signed a tourism accord to allow Israelis to visit southern Sinai as part of progress toward autonomy talks. A new strategy for West Bank and Gaza negotiations was unveiled, with ministerial talks planned in Cairo on November 4 to discuss a Palestinian council.
