Judge To Study State Of Women In Prison

U.S. District Judge Robert R. Merhige Jr will visit Virginia's Goochland Correctional Center for Women to assess if segregated confinement violates constitutional rights in the $1.45 million suit by Safiya Asya Bukhari. Testimony described 30 months in isolation. officials said changes have followed complaints while noting differences in security and program access between women and men. Merhige delayed closing arguments and scheduled an inspection visit to occur later.

C&P Calls Bidding Simplistic Says State Probe

Richmond AP The Chesapeake & Potomac Telephone Co urged against blanket competitive bids for equipment and services saying price is not the sole factor. The Telecommunications Study Commission urged competitive procurement but C&P warned of penny wise and pound foolish outcomes and stressed life cycle costs. The company also criticized using the state police microwave network for agency service, warning of high costs and lack of backup. It favored flexible procurement and a comparative process for telecom purchases.

UNC Presents Proposal To Combat Segregation

UNC and HEW lawyers reviewed a revised desegregation plan for the 16 campus UNC system. The joint study would examine overlapping programs at white and black campuses to determine what offerings are needed to attract more white students. President William Friday said the proposal refines earlier ideas.

An MCC Alumni meeting for those who served under the Mennonite Central Committee is planned for October 28 at Shady Oaks at Weavers Mennonite Church. A light lunch at 12 30 p.m. precedes an update on Botswana by Larry and Jean Fisher at 2 p.m. The day also includes an organizational meeting amid broader desegregation debates between HEW and UNC over program duplication and federal funding implications.
