Harrisonburg won a court order vacating a November 6 ballot vote on three charter amendments after a flawed wording issue. Judge McGrath criticized the council for confusing the issues, urging a clear, unambiguous ballot for citizens before any new vote. Mayor Carolyn Frank welcomed the decision.
Donald Litten a 71 year old Bridgewater area lawyer was hired by Harrisonburg City Council to fix a flawed charter amendment vote. He had never attended law school yet he stopped the election from going forward calling it a tar baby moment while avoiding publicity and stating his career has focused on crisis and desperation.
U S jets pounded Taliban troops and armor in Afghanistan on day thirteen of air strikes. Northern Alliance commanders say Taliban lines fire less and hold fewer fighters as bombing weakens supply routes. Radio intercepts indicate Taliban September 11 supply lines are broken and ammunition scarce. An Alliance commander noted fighters moving away as artillery and machine guns kept contact.
President Bush and Chinese President Jiang meet on the eve of the APEC summit, pledging “side by side” cooperation against terrorism while new anthrax cases surface in the United States. CBS employee Dan Rather and others are reported infected as authorities intensify investigations.

In a New York courthouse near the World Trade Center ruins four Osama bin Laden followers were sentenced to life without parole for the 1998 Africa embassy bombings. They were ordered to pay 33 million dollars restitution each. The 231 victims included 12 Americans in Dar es Salaam and Nairobi.
A man walking a dog found a submerged body in Naked Creek on the Rockingham Page county line. Sheriff Don Farley said the deceased is a 40-year-old black man likely not a local, and authorities plan to contact the family. Divers combed the creek as the medical examiner investigates.
