The court corrects a clerical error in the September 4 2001 order by substituting the referendum question text. It sets that a 10 percent voter petition within 30 days can trigger a referendum on the ordinance or resolution with majorities determining effectiveness. All other provisions remain in effect.
Harrisonburg City Council learned Tuesday the peril of asking a judge for relief. Circuit Judge John J. McGrath ruled the court cannot rescind the council’s request for three charter amendments and ordered a referendum on November 6. The ballot wording, reflecting the council’s intent, requires a majority of the city’s about 15 000 registered voters to pass or defeat the measure, a standard likely hard to meet and potentially leaving the referendum in limbo. The council planned a special meeting at 7 30 p.m. to discuss options, possibly appealing the ruling.
Virginia education officials report 731 of 1,839 public schools earned full accreditation based on SOL tests for the last spring, up from 413 the prior year. The standard requires 70 percent passing in core subjects across all four areas.
