Roanoke AP Coleman Republican governor candidate plans to move state prisoners from crowded local jails into state facilities. Tour of Roanoke City Jail reveals 195 inmates vs 162 capacity. He promotes uniform sentencing, parole reform, and restitution, urging prison farms and road camps to cut costs amid projected needs for 14,000 more beds by 1985. He cites jails as housing marginal offenders and argues for tougher sentencing to reduce crowding.
Lt. Gov. Charles Robb pledged a comprehensive state energy policy if he wins the governorship. Speaking in Bristol, he outlined aims to boost coal and natural gas use, create jobs, lower taxes, and curb high energy prices.
