In Virginia Beach, Charles R. Wall learns he will serve as deputy chief instead of chief until William W. Davis retires in January. City Manager George Hanbury frames the appointment amid a long-standing clash with Davis over retirement timing. Davis plans to perform chief duties in his absence, while Wall will run the department only after Davis departs.
Cross Country Cable in Chesapeake proposes raising its franchise fee from 3 to 5 percent of annual gross revenue if the city foregoes educational and institutional systems and equipment in public buildings. It would drop two-way closed circuit links between public offices, schools, and hospitals, potentially adding about 80,000 dollars to city coffers in 1983.
In Suffolk Virginia a new home energy audit program from Virginia Electric and Power Co begins with Dr George Barnett the mayor's home. The 90 day pilot charges 15 dollars per audit and donates the fee to United Way or a local rescue squad for each customer completing the recommended energy saving improvements. Dr Barnett plans to start upgrading insulation floor warmers storm windows and a thermostat with a two year payback on floor insulation. Auditors perform a three hour computer analysis of home energy use inspecting windows doors insulation pipes heating systems and ducts to guide future measures. The trial runs through January 31.
An anti nuclear group led by Elton Manzione said protests against Savannah River Plant will occur for two days next month. A Picnic at the Bomb Plant is set for Oct 11 near Aiken followed by a rally at the University of South Carolina in Columbia. The plant, DOE owned and Du Pont operated, makes material for nuclear weapons.
Ruth Graham, wife of Billy Graham, is in excellent condition following a total hip replacement at Methodist Hospital Mayo Clinic surgeons operated on August 26. A Mayo Clinic spokesman reported she has received letters from President Reagan and gifts from supporters nationwide as the Graham family stays nearby.
