Virginia will miss its fiscal year revenue forecast ending June 30 forcing use of a $133 million cushion and deeper agency cuts including layoffs Finance Secretary John Bennett told the House Appropriations Committee. He said May and June withholding growth would be unlikely and warned the forecast is a long shot.
