Supporters call it a long term fix, while critics warn of drastic changes to the program.

The body of Chris Figgins of Mount Crawford, 18, was recovered from the Shenandoah River near Port Republic after he slipped on rocks while fishing with friends. Elkton resident Timothy Meadows, also 18, drowned Monday near Elkton. both deaths were confirmed by Rockingham County Sheriff’s Office with divers recovering the bodies. A woman on the riverbank, initially dismissed, later helped attempt rescues, according to investigators.

The Dale Enterprise Weather Station reports a 94 degree high on Tuesday, with 89 and 91 degree readings earlier in the weekend. National Weather Service forecasts call for hazy hot and humid conditions with heat indices near 100, continuing into Thursday before a cooler spell by Friday and Saturday.
An 18 year old high school student, Melissa Drexler, was charged with murder and endangering the welfare of a child after autopsy found the newborn boy strangled and left in a plastic bag in the bathroom. Prosecutors say the infant breathed after birth, but died from manual strangulation and obstruction of the airway. Drexler appeared in court, bail set at 50000, and her prom date may be the father though he was unaware of the pregnancy.
Floyd Rupp and his wife Rita, traveling from Tulsa to a New York wedding, were hunted for 24 hours after a travel note reading HELP KIDNAPPED fell from Rita's purse. They turned up safe in Maine with mistaken fear from the note and travel worries. Daughter Renee Ives described the incident as embarrassing and frightening for the 60-year-old traveler.
