The Supreme Court ruled 8 to 1 that the Pension Benefit Guaranty Corporation has authority to reinstate pension plans at troubled firms, overturning two lower courts. The decision, in PBGC vs. LTV No. 89-390, aims to prevent abuse of the federal pension insurance system and protect retirees, though LTV warned continued plans could drain cash and block Chapter 11. Justice Blackmun wrote the majority. Stevens dissented. White and OConnor filed a separate opinion on findings.

John Ed ward Swindler, 46, was electrocuted in Warner Arkansas for the 1976 patrolman killing. He was declared dead at 9 05 p m after a Supreme Court stay denial. Swindler was the first Arkansas inmate executed since 1964 and the 130th in the United States since 1976.
The wreck scene involves Charles and Carter. Charles, recently divorced, had tried twice to restore his license after habitual traffic offender findings and feared jail if arrested again. A gun was found in the truck but not fired at officers. Carter remains in serious condition with two broken legs at UVA Hospital.
Recounted witness testimony places Pough entering the Baymeadows GMAC with a .30 caliber rifle and a .38 revolver firing on customers and employees. Several victims died at the scene or in hospitals as law enforcement compiled weapons and secured the site. Investigators noted Pough was identified as a suspect in prior Sunday killings of Louis Carl Bacon and Coretta Drake in the northwest area. A crisis team supported victims and families as officers established a command post nearby.
