Partly cloudy and less humid today with highs in the low to mid 70s and partly cloudy tonight with lows around the 50s. Thursday brings mostly sunny skies and highs in the 70s. Historical records show normal temps and past highs in the 90s and 97 recorded in 1926.

Washington AP Treasury fined four major New York banks nearly 1.2 million for failing to report cash transactions under the Bank Secrecy Act. John Walker said 40 to 50 banks volunteered similar transgressions and IRS investigates 140 banks for possible criminal violations. Banks faced civil penalties for reporting failures in cash transfers, mostly international, with no evidence of intent to launder money.
Seven government whistleblowers testified Tuesday that a federal protection office has acted erratically or hinderedly, exposing them to retaliation. GAO cited shifting priorities, while critics urged stronger support for whistleblowers under the 1978 civil service reform and accountability from the special counsel to aid exposed workers.
The Rockingham County Board of Supervisors have prepared a 1985 handbook detailing county history geography climate and economy. It lists government departments offices divisions and agencies and community service groups and is available free at county offices in Harrisonburg.
The Rockingham County Planning Commission voted 3-1 to deny the proposed rezoning of a 61 acre parcel owned by Harrisonburg attorney Donald Showalter. Chairman H Ronald Kline abstained while Carl Mason and Glen Stiteler were absent.
