Valleys forecast shows mostly sunny conditions today with highs in the low 80s and clear nights around 60. Thursday brings partly sunny skies and a 30 percent chance of afternoon rain and storms with highs near 80, followed by partly cloudy days into Saturday with isolated showers or thunderstorms and mid to upper 80s highs, 60s lows.
The sky guide notes Antares in the southeast at sunset will be due south by 11 59 p m Spica in the south at sunset will be in the southwest at 11 53 p m.

Washington AP reports highlights of a strategic arms accord between the United States and Russia. In an initial seven year phase each side would cut long range warheads to 8800 4250 with specific sub limits on land based and submarine launched missiles. A second phase by 2008 would reduce to 3000 8500 with elimination of remaining multiple warhead land missiles and caps on SLBMs to 1750. High level talks on defending against limited ballistic missile attacks to begin within 30 days in Moscow.
