President Carter signs the Panama Canal Treaties in Panama City on Friday. General Omar Torrijos sits to his right as U.S. Ambassador Andrew Young and Zbigniew Brzezinski applaud, with Senator John Sparkman observing from the back.
President Carter and Omar Torrijos signed the final Panama Canal treaties after a 22 hour visit to Panama City. Carter spoke in Spanish of a new, more equal relationship among Western Hemisphere nations and embraced Torrijos at Tocumen Airport as thousands of Panamanians cheered.
The Virginia Electric & Power Co. had its request for a 35.1 million dollar temporary rate increase rejected by a split State Corporation Commission in a 2-1 decision. The commission ordered等待 hearings on a 246 million dollar permanent rate rise set for September with an on road hearing following in Fairfax County and Newport News.

SAN DIEGO AP Willie Serrano, a sixth grade student, died suddenly while memorizing his graduation speech. Willie's speech urged future students to uphold scholastic achievement and citizenship, reflecting his bubbly, ambitious spirit. His father Oscar, an engineer, had rushed home from Saudi Arabia for the service. principal Carl Olson and teacher Leonard Tugman recalled Willie's vitality and dreams of basketball.
