Louisa County lawyers argue a U S Supreme Court April ruling allows local authority to ban Virginia Electric and Power Co from importing spent nuclear fuel to North Anna. They seek to overturn a March 4 district ruling that struck down the Louisa ordinance as pre empted by federal regulations and interstate commerce concerns.
The Mississippi River level fell below flood stage as the Corps of Engineers began closing the Bonnet Carre Spillway 33 miles above New Orleans. The structure opened last month after the river exceeded 17 feet at New Orleans and threatened to reach 18 feet, which would have brought water within two feet of the top of the levee and six feet above the French Quarter streets.

Colorado Interstate Corp a Coastal unit sues in U S District Court alleging Texas Gas Resources and CSX used fraudulent deceptive and manipulative tactics to push a merger Texas Gas agreed to be absorbed by CSX after Colorado Interstate offered 45 a share for control The suit claims ICC rules ban railroad ownership of a water carrier and accuses a lock up bid designed to thwart bidders CSX could buy up to 3 7 million Texas Gas shares directly from the company and 7 1 million already targeted for acquisition
The American Civil Liberties Union sues director Richard Buckley and three center staff at Southside Virginia Training Center alleging a 20-year-old mentally retarded patient endured constant neglect and injuries. The complaint cites lacerations, testicular injuries, ear damage, and nose injury, plus withheld information and inadequate medical care. The suit seeks $750,000 compensatory and $750,000 punitive damages.
