Voters in Harrisonburg and seven Rockingham County towns elect municipal officials today with polls from 6 am to 7 pm. In Harrisonburg two city council seats are open among three candidates including incumbents Mintzer and Erickson and challenger Stovall.
Voters in Elkton face two ballots with mayor and three council seats plus a write in to fill the late H L Coffey term. Grottoes Elkton tops with mayor race while Bridgewater Broadway Dayton council contests and a Bridgewater treasurer race feature five candidates. Mt Crawford and Timberville show unopposed mayors and full councils.
The Rockingham County Board of Supervisors adopted a tentative FY budget of 5,956,863 with a 2.70 real estate tax rate and a June 27 public hearing. The plan includes 4,600,389 for public schools, 648,874 more than the current year, and earmarks sales tax for schools. Capital outlay totals 402,414, including jail annex and Shenandoah Valley projects.
The Supreme Court ordered strict pre interrogation rights for suspects including warning of right to remain silent and counsel, and that counsel must be provided if unaffordable. A 5-4 decision said statements obtained without safeguards cannot be used at trial. Justice Harlan dissented criticizing the ruling as risky for public welfare.
South Carolina Democrats hold primary to nominate two Senate contenders including challenge to Thurmond. In Illinois, a Chicago district House contest pits Abner Mikva against Barratt O’Hara with Daley backing O’Hara, while Dawson faces Hubbard in another vote linked to Daley influence. Williams also runs, with youth versus age dynamics evident in both cities.
Washington AP report shows Mount Vernon New York superintendent John Martin telling a congressional committee that the current U S school structure is archaic and must be destroyed. He cites fragmented learning research and a need for a comprehensive systems analysis.
In Saigon a Buddhist demonstration led by monks collapsed under tear gas and tough police tactics as about 500 protesters dwindled. Elsewhere in Da Nang and Hue Buddhist altars block highways provoking government action and military reforms. In the central highlands U S paratroops hunted an elusive North Vietnamese regiment amid heavy fighting.
U S paratroopers of the 101st Airborne moved into central highlands positions held by North Vietnamese regulars following a B52 bombing. They found 37 enemy dead, with most of the regiment believed to have pulled back before airstrike jets reached the scene. The operation Hawthorne 35 miles north of Kontum involved a day long hunt amid light resistance, while two U S planes were reported missing and a Navy Crusader downed a MIG 17. There were intelligence reports of another regiment crossing from Laos toward the Kontum highlands.
R M Dudley aged 82 of Route 2 Bridgewater died. Details appear on page eight.
Civil rights marchers trudged through light rain on U S 51 toward Grenada and planned to reach Jackson by June 26. Floyd McKissick led the march with NAACP officials while some activists aimed to register voters in four counties as hostile graffiti appeared on the highway.
Harrisonburg city officials plan a regular meeting Thursday night and will hear a report on financing the proposed senior high unit. A School Board member will be chosen to succeed Ralph W. Cline, who cannot be named to serve a third term.

The notice also mentions Double S H Green Stamps and Tuesday promotions at Red Front and Sam's Supermarkets, plus a June 13 14 18 office absence for Secretary J T Hearn M D.
