The plan would lower capital gains rates from 15 to 10 percent for most Americans in the 15 percent bracket and from 28 to 20 percent for higher income couples and individuals. Starting in 2000 it would also index gains for inflation, a provision Rubin notes the White House finds troubling.
Archer outlines a plan with 2.7 billion revenue in five years from capital gains, despite a 35 billion cost by 2007, including home sale tax breaks and revised college aid credits. It adds estate tax relief to a one million dollar exemption by 2014 and 19.2 billion in relief from repealing the corporate AMT.
