A weather forecast predicts showers across a broad band from New York through Vermont to New Hampshire in the northern region today. The expectation is for unsettled conditions with scattered rain and possible localized downpours.
The valley weather today may bring showers or storms this morning with partial clearing and highs near the mid to upper 70s. Tonight will be fair with lows around 60. Sunday looks sunny with highs in the 80s.

VIRGINIA BEACH AP A pair of helicopter patrolmen are walking a beat as authorities investigate reports that they dropped water balloons on a group of EMS technicians last weekend. The incident reportedly occurred Saturday at False Cape State Park between 6 and 8 p.m. Park superintendent Forrest Gladden said the officers then returned to the party about to be dispersed by rangers. En route to the party the choppers flew low enough to alarm motorists on the beach road between Virginia Beach and North Carolina and parked on a barrier dune.
FDIC director Irvine Sprague told Boston University that five of the ten largest banks hold more than half their deposits in foreign branches, urging that foreign deposits be insured and taxed like domestic funds. He cited Citibank and Bank of America as examples and noted large foreign liabilities among the big banks. A speech release in Washington summarized the figures: $226 billion in domestic deposits and $222 billion in foreign deposits across the ten largest banks, with several banks showing more foreign than domestic deposits.
