Norfolk firm admits bid rigging in produce sales to schools and military
Norfolk wholesale producer D.S. Russell & Sons and president David E. Russell pleaded guilty to conspiring to rig bids on fresh fruits and vegetables for Tidewater naval commissaries and Cheatham Annex and local school systems. The plea covers sales from 1978 to 1981 with potential fines up to $1 million per count and possible prison for Russell. Sentencing set for July with cooperation required for price fixing probe that already indicted Tidewater Produce Co. and others.
