Charleston plans for June 20 dedication of the completed 10 million dollar West Virginia Capitol building to mark the state's 1863 U.S. entry. Secretary of State George W. Sharp leads plans for band music and a parade. Governor Conley heads speaker selection. Charleston will participate with an air show at the airport.
