Appeals Court Rules Informant Not a Police Agent in Murder Case
The Fourth Circuit upheld B Frank Thomas's 1980 murder conviction for the death of Rosa Annette Stout, ruling that a fellow inmate who supplied statements was a self initiated informant, not a police plant. Brothers Sentenced For Heroin in Norfolk and Portsmouth
Alvin Mitchell 30 of Portsmouth and his brother Terry 24 were sentenced to 42 and 32 years respectively for distribution and conspiracy to distribute heroin in Tidewater. Prosecutors said they controlled the heroin trade, selling to undercover officers in Portsmouth during a yearlong investigation code named Operation Spoonman. Kellam imposed nine years special parole for Alvin and six years for Terry. neither eligible for parole before 1994.
