Virginia expects mostly sunny skies with highs in the 70s today and 75 to 80 Wednesday, fair tonight and lows in the 50s. West Virginia is foggy this morning then partly to mostly cloudy, highs mid 70s, clearing tonight with lows in the upper 40s to low 50s and variable cloudiness Wednesday, highs mid 70s to low 80s.
President Bush will not sign a biodiversity treaty, citing U.S. economic concerns.
