Richmond attorney general Gerald Baliles argues his proposed reform of state and local conflict of interest rules is more understandable comprehensive and enforceable than current law. He envisions a Legislative Inquiry and Review Commission to probe possible violations with cases possible for court prosecution.
Patricia Clements alleges she was dismissed for voicing concern that a premature infant lacking treatment died after parents refused care. She names the hospital and nine staff members in a $4 million suit filed in Virginia Beach Circuit Court, saying she was fired two days after raising questions about the baby's condition and care.
Virginia state agriculture officials welcomed a lighter than expected gypsy moth finding after preholiday inspections. only one Poquoson lot showed infestation among about 30 inspected. Officials credit northern-state quarantine and export checks, but warn a major Virginia outbreak remains likely within two decades.
Pope John Paul II and Prime Minister Margaret Thatcher were named man and woman of the year by Radio 4 listeners. The pope’s visit to Britain and Thatcher’s Falklands victory propelled them ahead of Prince Charles and Princess Diana, who dropped from first in 1981 to lower positions with Diana fifth and Charles ninth.
Navy Lt Beth H Papworth earned the Navy commendation medal for outstanding naval intelligence work during the Falkland Islands crisis. She was at the Pentagon when announced and now attends the Naval Postgraduate School in Monterey California. She is the daughter of Dr and Mrs M C Harrell of Timberville and her husband Lt Cmdr Richard N Papworth also attends the Monterey program.
Liggett and Myers Tobacco Co will end a two year hiring freeze by adding production workers in January. A company spokesman declined exact figures, suggesting likely under 100 new hires, all in factory production line roles. Applications are accepted by mail from mid December for current employees to pass along.
