Since 1974 the Jackson Vanik amendment barred trade with communist states restricting emigration. China has had this waiver yearly since 1980, and on Thursday President Bush made normal trade with China permanent.
President Bush announced a permanent normal trade status for China, effective January 1, tying U.S. access to vast Chinese markets to ongoing debates over China's human rights and weapon proliferation records. The move, announced in Crawford, Texas, follows China’s WTO admission and ends a 25 year policy of annual waivers under the Jackson Vanik amendment.
