Bush appoints Wall Street banker to lead SEC

President Bush named investment banker William H. Donaldson to head the Securities and Exchange Commission and vow to vigorously enforce anti corruption laws. Officials said former Goldman Sachs chairman Stephen Friedman remained a leading candidate for the National Economic Council as Bush also announced John W. Snow as treasury secretary.

Intercepted ship carries Scud missiles from North Korea
