Ronald David Elkins, 39, was sentenced in Newport News to life imprisonment for the murder of Kevin Wayne Thomas, 11, and to 50 years for the stabbing death of Dale Steven Daniels, 27, with a judge ordering him to remain in prison for the period of his natural life. Prosecutors call him dangerous and unfit for release, while defense attorneys vow appeals.
Senator John Warner advocates to the Senate Judiciary Committee for repeal of the federal adverse wage rate. He argues the policy raises foreign worker wages, pushes up food costs, and harms farmers in Virginia and nationwide. Labor Department agreed to review the policy for possible continuation next year.
Dayton reports Turner Ashby chapter Future Farmers of America names winners in wildlife plot safety slogan and hay and grain shows. Lester Cline wins wildlife plot and safety slogan with five others sharing top honors. Boogie Herring takes hay and grain with Tim Will Allen Shank and Russel Kenny. Norfolk launches Waterside a $15 million waterfront marketplace to spark downtown revival. Groundbreaking amid overcast skies features bands cannons and tugboats beside the Omni International Hotel. Mayor Thomas cites historic waterfront as the city’s rebirth while James W. Rouse touts a landmark day though funding and council disputes remain over public financing and highway work.
Roanoke County will not house prisoners from other localities despite expanding the new sixth floor of its jail. Maj. Don Meador said daily inmate counts rose to 80 to 84, with weekends reaching about 100, while earlier this year they were 70 to 75. The jail has capacity for 104 inmates plus 20 special cells. county officials have not recommended taking prisoners from overcrowded areas like Fairfax County.
