Bolshevik leaders declare a shift toward resisting the German invasion amid chaotic conditions reported in the Russian Navy. The upheaval signals potential changes in wartime strategy and naval command during the crisis.
Reports say the foreign minister Trotzky may resign as rumors spread. A missing name in a proclamation ordering resistance to the German advance is cited amid broad Bolshevik actions. The Petrograd proclamation, signed by Lenine and Krylenko, calls all Russians to defend the fatherland to the death.
Cold and snow in Harrisburg and vicinity with slightly warmer conditions to night and Saturday unsettled and warmer. Eastern Pennsylvania expect cloudy skies and warmer tonight with probable snow and gentle southeast winds.
London reports Jericho in Palestine has fallen to British forces with little Turkish opposition. The capture secures control of the Jordan valley and regional highways, aiding future advances toward Damascus Mecca rail links and Arab uprisings allied with Britain. Jericho sits near the Dead Sea north east of Jerusalem.
American units in the Chemin-des-Dames sector report a patrol action in France on February 22. One German soldier was killed and another captured. a single American was wounded. The prisoner was said to be seized by a New England soldier who jumped a shell hole. The new American troops entered the line recently, welcomed by French General in charge of the sector who kissed the American flag.
Lock Haven mayor appeals Harrisburg for emergency relief as river ice and floodwaters isolate the town. Provisions blankets and medical supplies are needed immediately with pumps later to clear cellars. Harrisburg officials contact the State Health Department and Red Cross to coordinate aid.

A double accident on the Philadelphia and Reading Railway this morning badly injured Theodore Levan, 16, and engineer Joseph P. Schell. Levan was hit by a train after falling from a moving coal car near tower MB between Twenty-sixth and Twenty-seventh streets. Schell, rushing to transports the injured boy to Harrisburg Hospital, crashed the engine into the Reading station tearing off the cab and sending steam and coal flying to the platform and wall.
The Harrisburg housing market faces a severe shortage as war related growth and munitions plant activity push up demand. Real estate men expect no relief until after the war, with few new houses and many listings at $40 or more monthly. A misadvertised “for rent” note on Allison Hill triggered a flurry of calls to a local resident.
The Harrisburg Chamber of Commerce invites the public to an 8 p m smoker at the Board of Trade building. Major W A Garrett of Remington Arms, now making Enfield rifles for France, will speak on the situation in France and railroading needs for Pershing.

War Office dispatch reports a large German raiding party attacked two Allied posts near the Ypres Roulers railway with several men missing. An earlier attempt against Belgian posts in the Merckem sector was repulsed by artillery and machine gun fire.
Washington reports the government awarded an $800000 contract to James Black of St. Louis to enlarge the aviation depot near Middletown and a $750000 contract for the first large warehouse near Harrisburg. The plan foresees brick and steel depots, with work aimed to finish in 90 days and a development expected to run into the millions near Harrisburg. Black, backed by City National Bank of New York, surveys sites with Major Gray.
