German forces on the Russian front pushed northeast and east of Dvinsk. The war office reported 2,500 prisoners captured along with hundreds of guns and much rolling stock. Amsterdam dispatch notes Russia’s pacific aims questioned by German minister Köchmann in the Reichstag.
London reports the Russian government declares it is forced to sign peace under terms set by the Teutonic allies at Brest-Litovsk. The Soviet Republic protests German troop movements against a demobilizing Russia and asserts the war has ended. Continued on page 10.
Fair and increasingly cold weather dominates Harrisburg and vicinity with a tonight to Thursday cold wave and strong northwest winds. River levels rise due to recent rainfall and snowmelt, with potential flood conditions near the West Branch and Jersey Shore lee gorge, while Harr isburg may hit about 10.7 feet Thursday morning.
London reports that the German independent Socialists plan a demonstrative strike in empire munitions factories starting March 1. Information from Berlin, relayed by the Amsterdam correspondent of the Exchange Telegraph Company.

Mrs. William Myers aged 42 died Saturday on Shelly's Island near Goldsboro during a flood. Undertakers reached the island only yesterday after four days of high water. She is survived by her husband and six children. Funeral services set for 10 a.m. tomorrow at the Goldsboro Church of God.
W Strayer contractor for the Camp Curtin building expansion to serve as a Junior High school today secured a permit allowing construction to begin. The approved project is valued at 170 500 dollars.
London reports that Germany and Austria show little enthusiasm for the new war against Russia after Brest-Litovsk negotiations. German and Austrian press note public preference for peace and celebrate a holiday for schoolchildren. Georg Bernhard questions who is responsible for the disappointment.

Washington reports Secretary Baker says no date has been set for the start of the second draft. The move aims to avoid forestalling farm labor during planting, with the provost marshal general delaying until Congress amends the law to adjust apportionment and allow calling skilled workers regardless of prior classification. Plans foresee 100,000 men monthly until the quota is met, to ease confusion from the first draft. First contingents will fill National Guard vacancies from withdrawals for technical units, with National Army vacancies to be filled from the final first-draft increment.
Flood damage in Warren Pennsylvania exceeds 200000, with Corydon gorge causing extensive destruction. A Norfolk and Western style derailment killed engineer Thomas Multen, 58, and injured fireman W R Brizzard as two coaches plunged from a sagging trestle near Barnes.
Captain Henry M. Stine, recovering from uremic poisoning, telegraphed that he would ride home from Camp Hancock on an afternoon train. County officials met him at the station. He may resume duties as county commissioner but his health could prevent a return to service. Stine previously commanded Company C of the old Eighth Regiment last summer.
Dauphin county Ratification Convention delegates vow not to back any candidate lacking a pledge to vote for National Constitutional Prohibition. They urge countywide distribution of the pledge and appoint a central fifteen member committee to organize districts, churches, fraternal and labor groups, and oversee records and finances.
The Dauphin county prohibition ratification convention closed at Grace Methodist Church with ex governor Frank B. Willis praising immediate action and dry voter cooperation. A machinery for practical work was created to push the nation toward being dry in three years. Also noted is a pork roast supper planned by the West End Republic Club with W. E. R. Club quartet singing.
Dauphin County Coal Commission moves to prevent a repeat of this winter’s shortage by establishing a central coal bureau. Beginning April 1 the city will sell all coal from a central office and deliver by the nearest dealer offering the desired grade.
Morrisburg Jewish children and various schools help push the Great War Relief Fund past the $20,000 mark. A staged appeal at the Orpheum featured a penny bank, coaxing hundreds of dollars from the audience while other contributors include a prominent non Jewish Harrisburg woman. Ten canvassing teams pressed Jewish residents of Harrisburg and Steelton as the drive continues to meet wartime needs in Europe and U S Army camps. Also, William R. Trout, 46, was injured when struck by an engine at Hartsburg and taken to Harrisburg Hospital.
Draft officials offer a 50 dollar reward for capture of two Amish men Seth Yoder and Jacob B Stultzfus in Mifflin county who oppose wearing brass buttons as part of military uniforms. They live in Kishacoquillas Valley Barville and Delville and have defied the draft process for months by resisting buttoned attire.
Washington reports President Baldwin of the International Shipbuilding Corporation urged the Senate Commerce Committee to hear impartial expert testimony on Hog Island yard costs. The committee will act later as the Justice Department probes possible misuse of government funds in the contract amid attacked Hog Island yard contracts.
