General Pershing conducted a two day inspection of the American sector northwest of Toul. He walked trench lines in a tin hat and gas mask, visited dugouts, and noted questions from troops, especially about food and conditions, with cooks generally agreeing on supplies.
Dispatches report a battle near Kharkov as Bolsheviks fight a wing of General Alexieff's Cossack army. Boris Savinkoff, ex-Kerensky associate, is said ready to join Alexieff to crush the new revolution, with diplomatic signals showing reduced support for the Alexeen movement.
Fair and cold night with near 20 degree low. Tuesday will be fair and slightly warmer. Eastern Pennsylvania sees fair tonight and Tuesday with winds variable. River levels are falling slowly though the main stem may rise two to three feet at Harrisburg later today. Moon is full February 25. River stage 7.8 feet above low water mark. Artillery supports French in Champagne while infantry with French units defend a famed battle line near ruined villages. German raids fail and air battles continue with British forces downing seventeen German planes and reporting losses.
Dr Nathan Krass of New York arrives in Harrisburg and will address a mass meeting at the Orpheum Theater tonight to launch a campaign to raise $15 000 for war relief and welfare work for Jewish residents. Rabbis Romanoff and Haas will speak with music planned. doors open 7 30. The campaign has earned endorsement from Rev Dr Hawes of Market Square Presbyterian Church who urges Harrisburg to support the effort. City health authorities report another smallpox case William Butcher colored 1417 Marion Street laborer for Pennsylvania Railroad isolated and under care.
George Hawk, a penniless stone mason, died on the floor of a crude shack on the outskirts of Penbrook. His wife, caring for him during illness, found him dead after long vigil. Coroner Eckinger will investigate the death as the widow struggles with poverty and a son in the Army.
Harrisburg officials report a shortage prevention measure after the national food administration bans consumer flour stockpiling. Local authorities require flour cards for anyone holding more than a thirty day supply and must list excess stock under U S orders.
A group of grand dukes and grand duchesses petition the Bolshevik government from Tobolsk Siberia seeking relief for the former imperial family. They offer to renounce all rights and pretensions to the throne and express willingness to relocate to England or France.
Three local exemption boards reported that in a batch of twenty four examined eleven qualified for general service ten for limited service and only three disqualified. A registrant need not be perfect to serve with some health or dental issues allowed.
Vienna and Budapest publish a letter from Emperor Charles urging closer ties between the army and Foreign Minister Count Czernin. Czernin is made honorary general for his services as Brest-Litovsk negotiations begin. The emperor decorated several diplomats connected to the Brest-Litovsk talks.
A early morning blaze in Mifflin Pennsylvania destroyed F I McMeen department store KE M Guss hardware and Mrs G B Duncans restaurant. Firefighters from the borough Mifflintown and the Pennsylvania Railroad battled the flames for hours as water from railroad plugs proved scarce. Loss estimated at 125 000 with the threat of spreading to nearby shops contained by dawn.
The annual liquor license court will meet tomorrow to hear renewal applications. No transfers or new licenses are requested. remonstrances cover only one filing. Some last year’s holders did not reapply. licenses listed include 127 retail 19 wholesale 4 bottler and 5 brewery licenses.

Boston reports the birth of Archibald B. Roosevelt Jr. to Captain Archibald B. Roosevelt and his wife Grace Lockwood. The newborn makes the eighth Roosevelt grandchild. Theodore Roosevelt, convalescing in New York, said he was perfectly delighted by the news received via long distance telephone from Boston.
In San Antonio Texas ed 18 twenty four infantry colored enlistees face court martial on murder and mutiny charges linked to the Troust riot of August 23 where twenty people died and others injured. Each defendant stands charged with mutiny murder assault to murder and wilfully disobeying orders.
Sixty three Europeans are missing after a flood in the Umvolosi sugar district of Zululand. A terrific storm sent waters surging through the valley submerging villages, wrecking a bridge, sweeping away a railway station and hotel, destroying numerous native cottages, and cutting telegraph and telephone lines. Rescue work stalled as survivors are stranded atop sugar mills. Coast areas also report heavy damage.
War Department plans for depots near Harrisburg prompt questions about site size at Middletown near New Cumberland. Officials escort supervisors to a rival tract across the river as decisions on whether Middletown will suffice remain unsettled. Captain Lewis E Moore arrives in Harrisburg to assist Major William Grey in overseeing development in the area.
Official reports say eleven people were killed and four injured in a London aerial raid by German planes on Saturday night. Six to seven aircraft took part, with the first dropping bombs in several districts before the others returned.
Washington and London reports indicate General Sir William Robertson was chosen by the Senate Finance Committee in London. Viscount Kilujiso Ishii was appointed ambassador for Japan to the United States.
