London, Feb 16 General William Robertson chief of the British Imperial staff has resigned and General Wilson becomes sub-chief of staff. Robertson’s decision ends his long service and sets a new leadership course for the British war effort amid uncertain allied relations.
A statement says the staff member cannot accept a position as military representative on the Supreme War Council at Versailles or continue as chief of the Imperial General Staff with limited power.
A federal warrant charges Jasper J. Forrest of the Edwin Forrest Foundry with forging a government stamp that certified steel billets as fit for government work. The stamp was allegedly used on defective steel sold to the United States for crank shafts and other machinery on vessels risking soldiers' lives. Forrest is in custody in San Francisco.
Leon Trotzky reports to the Soviet councils that Russia has withdrawn from the war and aligned with Bolshevik policy. German leaders meet to plan naval policy and possible actions in northern Russia amid reports of suppressed dispatches and a looming submarine outreach.
A. I. Elkus, U S ambassador to Turkey, appeals to Americans to help starving children. He describes hundreds of starving youths begging for a crust of bread and urges aid to lift them from sorrow toward hope under the sunlit country’s bounty.
Harrisburg prepares for a Jewish campaign to raise $15,000 for war relief with Dr Nathan Krass of New York Rabbi M Romanoff and Rabbi Louis J Haas in attendance. The meeting features tenor Rabbi M Abramson and an engaged orchestra. David Kaufman chairs with an executive committee including Joseph Claster Henry C Claster Wolf Friedmann Samuel Fishman M E Jacobson Samuel Kades Leon Lowengard Simon Michlovitz Robert Rosenberg Joseph Silberman H Zuckerman. William Jennings faction lists 15 names. Admission is free. no tickets required.
The Harrisburg Railways Company filed with the Public Service Commission its answer to G. A. Herring's complaint about car service conditions. It asks for time and place where passengers were allowed on front platforms, cites schedules not kept and cars not heated, notes weather and snow removal affected operations, and asserts cars are heated by thermostats. It says 57 cars run on schedule with 22 morning and 30 evening specials for rush hours, and asserts hour operation was greater during the period in question.
The Shipping Board's War Adjustment Board approved higher wages and working conditions for Delaware yards workers, set to influence the carpenters strike. Some carpenters may accept the award despite union advice, while New York district members resist. The wage scale lags Pacific coast and New York demands but could guide settlements along the South Atlantic and Gulf coasts as White House action looms to end Atlantic coast shipyard strikes.
London reports an enemy submarine shelled Dover early this morning. The sub fired about thirty rounds after being fired on from shore, with fewer than a dozen casualties and only slight damage. Other British coast towns like Yarmouth have faced submarine bombardments, though Dover remains a highly defended southeastern anchor opposite Calais.
Only one remonstrance was filed against liquor license applicants before the Prothonotary's office closed. Harry E. Ferrow of the Fort Hunter hotel faces the contested petition. License court will be held on Tuesday. There are 127 retail, 19 wholesale, four bottlers and five brewer licenses on record.
Duncannon Pennsylvania February 16. Perry county authorities faced uncertainty over procedures against 75 year old constable Jacob Sterner after he shot and killed Russell McKelvey the night before. McKelvey died minutes later from a back wound. An inquest led by Justice H H Seig found death caused by a bullet wound inflicted by Sterner. District Attorney McKee led the inquiry.
City highway department reports snow removal cost 12,066 for January through early month. Weather forced large crews to clear intersections while business streets waited, with 150 employees paid for the first half of the month and payroll plus equipment hire estimated at 4,800.
Amsterdam reports confirm Berlin that Russia had not begun demobilization as Brest-Litovsk representatives announced. A Vienna correspondent cites Talaat Pasha saying Russia was demobilizing in the Caucasus and Armenia, with evacuation underway.

Jay Cooke Philadelphia food administrator issued a drastic ruling to curb home hoarding. Consumers may not buy more than forty nine pounds of wheat flour or hold more than thirty days’ supply. Excess holdings must be returned or registered. Violators face a five thousand dollar fine or up to two years in prison, or both.
Elias Dechert of Steelton, recently divorced after his second marriage, sought a license to marry Elizabeth Field whose husband died four years earlier. Dechert noted his first wife died twelve years ago. The license clerks William Brindle and Frances M. Westfall, both of Mechanicsburg, also applied for licenses.
