A Brest-Litovsk dated dispatch says Russia declares the state of war ended with Germany Austria Hungary Turkey and Bulgaria and orders complete demobilization on all fronts while desisting from signing a formal peace treaty.
A Brest Litovsk dispatch to Berlin details the signing of the peace treaty between the quadruple alliance and the Ukrainian peoples republic. German foreign minister Dr Richard Von Kuehlmann opened the sitting just before 2 am with remarks on creating lasting peace. The Ukrainian delegation proclaimed the birth of an independent Ukrainian state and the dawn of a democratic peace. The treaty is titled a peace treaty between Germany Austria Hungary Bulgaria and Turkey on one side and the Ukrainian peoples republic on the other.
Dr Nathan C Schaeffer state superintendent of public instruction urges Pennsylvania teachers to promote War Savings Stamps among students. He says the thrift stamp movement will broaden school savings, educate students for future civic duties, and foster habits of thrift and economy.
Lenine the Russian premier and Trotzky foreign minister head the Bolsheviks who ousted the provisional government. Lenine has long been suspected of German pay. Trotzky recently worked at a New York Jewish daily at twelve dollars per week.
Secretary of War Baker announced a major reorganization of the Army general staff in an official order to the Adjutant General. The action targets long standing criticism of lack of a definite program as chiefs and staff operated on individual lines. Major General Peyton C. The Associated Press reports more than 300 troops aboard the torpedoed Tuscania remain unaccounted for as 113 Americans are presumed lost. War Department records show 1,882 soldiers saved thus far with 345 unaccounted for, while 35 survivor names released last night do not appear on the sailing list.
