President Wilson sees the ship purchase bill defeated after GOP opposition and offers concessions to Republicans as political tensions rise following a revolt against the administration yesterday.
Washington Feb 2 President Wilson pressed Democrats and Progressive Republicans to shape a compromise on the ship bill. A declaration of principle might be added limiting government purchase of new ships to avoid belligerent disputes while preserving U.S. rights. Senators Norris Kenyon and others proposed amendments as caucus actions continued.
Rain or sleet tonight and Wednesday with little temperature change. Susquehanna and principal tributaries will rise through Wednesday, Harrisburg stage near 8.5 feet Wednesday morning. Storm drifting east from Ohio Valley brings precipitation east of the Mississippi and colder air, with temperatures around freezing in Harrisburg and surrounding areas.

Washington reports Britain notified the United States that foodstuffs destined for Germany Austria and Turkey will be contraband of war. Britain will seize ships and cargo for such shipments without compensation if destined for German ports or neutral ports likely to reach Germany. the Wilhelmina case is cited. The State Department has not yet approved the move.
Attorney General Francis Shunk Brown set a rapid precedent by ruling that legislative employees should be paid from the first day of the session. Citing a 1909 opinion, he concurs with his predecessor’s finding, answering Auditor General A. W. Powell’s noon query.

William T. Hickey and Eli M. Grose high ranking Colorado Labor Federation officials were arrested last night on murder charges, sheriff's report says. The two men, Hickey secretary treasurer and Grose vice president, face serious accusations as investigators pursue details in the case.
Rain in the last thirty six hours raised flood fears in Harrisburg and eastern Pennsylvania with expected stages eight and a half feet and rising rivers. A cold northeastern wave cooled temperatures halting drainage and reducing flood risk. Forecasts call for rain and sleet tonight into Wednesday with near freezing lows.
Senator Edward E. Beidleman of Dauphin County will become President pro tem of the State Senate. City Council ledger moves to approve an ordinance by Commissioner William H. Lynch creating a six foot sidewalk along the base wall between the freight station entrance and street level south of Mulberry street. The improved path would start about 150 feet south of the Cumberland Valley tracks and extend northward along the subway approach.
Senator Sensenich of Westmoreland introduces a bill to require reports from any person or group spending for political candidates, extending disclosure beyond political committees. It would certify all campaign expenditures to the clerk of courts and targets individuals and associations aiding campaigns outside committees. Additional measures include a nine month decision deadline for courts of record.
Vanceboro Maine February 2 an attempt to destroy the railroad bridge on the St Croix river between Maine and New Brunswick was successful in blowing one span. A man named Werener Van Horn claiming German officer status was arrested after allegedly admitting the dynamiting. He carried a German flag, stated Canada and Britain war context, and gave a New York origin. He provided details of the bridge and showed frostbitten thumb as evidence of activity. The bridge links Maine Central and Canadian Pacific lines and serves as a through route from Canada to maritime provinces. The case drew cross border police and immigration attention.
Washington Bureau reports no shadow will be seen by the groundhog in the East on February 2, signaling six weeks of bright weather. Weather predictions indicate snow and sleet for the North Atlantic States and southern Great Lakes, rain and snow in the Ohio Valley, and rain in the Middle Atlantic region over the next 36 hours.
