Harrisburg prepares for a second year under the Clark commission government with a lower mill rate and a 1915 budget of 552 162.73 dollars. The plan funds police salary boosts and new offices as the city grows, plus road and incidentals, while a general fund balance is anticipated. The budget also funds Front street work and damages awarded to South Front street residents, with continued police department improvements and department reallocations.

Special to The Telegraph reports the death of Mrs. Stiles Burton at the Congress Hotel. Born Anna Germain in Chenango County New York, she came to Chicago in 1836 and lived by Lake Michigan since 1844. Her guardian was Burton Holmes. she married Burton in 1844 and he died in 1875, while Chicago still was not incorporated as a city.
Rep Vollmer told the House foreign affairs committee that stopping war supplies could end the war in ninety days. He and Rep Bartholoi urged a joint resolution to let the president ban such exports, citing embargoes from 1794 to 1912. He argued Wilson suspended arms export to Mexico for neutrality.
Drafting of safety suggestions for the Boy Scouts of America began at the Department of Labor and Industry this afternoon by Lew R Palmer and Clifford Connelly. An all committee was appointed at the National Council of Industrial Safety convention to produce a simple safety guide for every Scout, reaching a quarter million workers.
