War dispatches report giant Allied armies pressing in the Great Picardy region where successes spread along the front. The German line shows wavering under sustained assaults as British forces push forward amid heavy counterattacks repelled by Allied units.
British forces drive across northern Picardy with large gains south and southeast of Albert. Chiegnolles Herleville and Meaul te fall as Gommecourt and Usna hill are reportedly captured. French Tenth Army advances toward Juvigny while patrols cross the Aisne north of Soissons. Large German losses and prisoner counts rise as the front tightens.
County Commissioners may hire a mining engineer to examine coal lands in the county's upper end to boost taxable coal land assessments. The move signals potential action to raise valuation and tax revenue.
After a thorough inspection of the building operations at the Penn Harris hotel the architect W L Stoff of New York City stated to a reporter before leaving the city that everything progressing in a satisfactory manner.

Senator Lodge of Massachusetts told the Senate that insidious German peace propaganda must be countered and peace terms must be dictated and negotiated with Germany to prevent any future disturbance of world peace. He urged terms be imposed to ensure Germany cannot again threaten international stability, warning against leniency.
An official Swiss dispatch reports increasing attempts on officers in Austria. Several commandants have advised Austrian corps to carry revolvers for protection as threats escalate for military leaders.
Har risburg faces a sugar shortage with cane supplies tight. Corn sugar has risen in demand, used in ice cream, confections, bread, and domestic cooking. It is mixed with cane sugar to various extents, but cannot fully alleviate the shortage. Continued on page 2.
Paris Aug 23 escort patrol boats attacked and sank a submarine with 65 crew. One officer and five men were rescued. The officer claimed the submarine was responsible for sinking the Lusitania and other allied ships.
Hartisbore residents endure fourth day without full power as Cedar street boiler repair tightens supply. Factories outside business district suffer three and one third hours of current instead of ten, with improvement expected after tomorrow noon as York Haven Light and Power works on the boiler.
Allied troops on the Ussuri river front north of Vladivostok, outnumbered by Bolshevik forces, have withdrawn after heavy fighting. The dispatch notes intensified combat and indicates Japanese aid in retirement as the line buckles under pressure.
An August seventeenth depth charge explosion aboard the U S S Orizaba at sea killed Sneut Commander William Price Williamson of New York and three enlisted men, and wounded Commander R D White and eighteen others. Williamson was instantly killed. White suffered a broken jaw and a fractured knee cap. The commanding officer reported a submarine sighting an hour and a half later as guns were readied to fire.
Skilled workers in the shipbuilding industry presented friendly demands to the labor adjustment board of the Shipping Board for wage increases to one dollar an hour, double time for overtime, Saturday half holidays through out the year and a ten per cent bonus for all night shop work. Current wage is about 75 cents an hour.
A mob of several thousand destroyed rice stores and twenty houses in Yamaguchi prefecture. Police fought rioters and several were killed in clashes as the violence spread through the area.
