Overrode veto on 1943 Revenue Bill marks historic moment
The 1943 Revenue Bill faced a presidential veto and an overwhelming override in both houses, the first such veto override in U S history. The measure raises about 2 3 billion annually from new revenue, taxes corporate excess profits and excise duties, and exempts muster out pay from income tax while stabilizing social security tax at two percent. Senator Barkley and Representative Coughton led the override and faulted Treasury advisers for bad guidance. Labor groups oppose the bill citing a new information return requirement for nonprofits and unions.
