Administrative officials announce a simplified 1989 cotton price adjustment form to cut errors and speed distributions. Assistant state administrator B F Vance says the form will save time and money and be easy enough for a sixth grader to complete. The parity payment of 1.6 cents per pound could add about 22.5 million dollars to Texas cotton buyers, in addition to the 2 cent per pound conservation payment, with payments starting around September 1 after allotment checks.
