War-Time Maintenance Costs Hit American Railroads
Washington reports that wartime rail usage will push maintenance and replacement costs to about two billion dollars. Charles H. Buford testified before the Interstate Commerce Commission that accelerated wear from wartime traffic left railroads under maintained and delayed in equipment replacement, with four to five hundred million more for locomotive and car replacements and about one billion dollars extra from overloading and extended service life. Despite high wartime costs, government rates were reduced, and railroads earned only a 4.6 percent return on net investment from 1941 to 1946.
