The second in a series of executive breakfasts in Harlan will be held starting at 8 a.m. Saturday February 14 at Mickel's Restaurant. The public is invited to a Dutch treat breakfast and a chance to discuss issues with area legislators. Sponsored by the Harlan Chamber of Commerce legislative committee.
Kenneth Sprague a mathematics and computer science teacher at Harlan Community High School was elected Director Regions 13 and 14 of the Iowa Council of Teachers of Mathematics. His term runs March 30, 1987 to March 30, 1989 and he will be recognized at a Des Moines conference on Friday February 13.
Choice seats are available for the Western Iowa Arts Association production Finishing Touches and its musical pre show. Tickets went on sale Monday February 9 from Mrs. Ted Lawler or the Harlan Chamber of Commerce office. Performances run six days February 27 28 and March 1 6 7 8 with two Saturday dinners on February 28 and March 7.
Charlie Coenen was appointed last week to replace Janice Schaben on the Defiance City Council after Schaben resigned at year end. Francis Henkelman was also appointed to fill the mayor pro tem position that had been held by Schaben.
Harlan Postmaster Don Coenen said there will be no regular mail delivery February 16 in observance of Presidents Day. Express and Special Delivery mail will still be delivered and mail will be placed in boxes around 9 a.m. Outgoing mail leaves as usual. Rural routes see two staff changes in February with Route 4 handled by Richard Arkfeld replacing Floyd Knott who retires, and Route 2 taken over by Steve Barratt from Route 1. a new substitute will be hired after testing.
The Harlan Community High School building, occupied since 1971, is nearly debt free with only about 75 000 dollars left of its 2.25 million bond issue issued in 1967. Final payments include a 4 744 dollar May interest and a 4 744 dollar May interest plus 65 000 dollar November principal. Superintendent Frazier noted the balance covers all but 30 000 dollars, promising taxpayers relief if others don’t cover it.
Harlan Municipal Utilities plans a bond sale around $3 million to refinance existing debt at an estimated 7 percent, down from about 10 percent two years ago, with potential electric rate reductions after the sale likely in March. The board will hear a bond consultant presentation and conduct final budget hearings for electric gas and water departments.
The Marie Neumeyer estate will fund annual scholarships for Shelby County high school graduates aiming for the University of Iowa, Iowa State University, or vocational training. One recipient per year per path, targeted at “in-between” students with financial need, from Harlan or nearby schools, with a trustee board selecting finalists. The fund expects over 20,000 dollars in annual interest, with principal drawn if needed.
