State Sued To Pay Escapes Theft Damage
A Kimball Nebraska couple, Kenneth and wife Bourlian, sued the state of Iowa in Polk County District Court seeking damages of 831 dollars for theft by two juvenile escapees from the Iowa Training School in El Dora. The suit argues state officials are liable under loco parentis for crimes by youths under the State Bureau of Juvenile Corrections. The pair of 15 and 16 year olds allegedly stole rifles, pistols, gun cases, a shotgun, a scope, a color TV, a record player, 50 records, two clocks, and an electric shaver before being recaptured in Nebraska and returned to Iowa custody. The Bowmans say insurance reimbursed them, and the suit is brought by the insurer to recover the payment.
